The Analysis Of Landscaping Engineering Quality Supervision Status Quo And Countermeasures Of Zhu Madian

As a major component of urban green infrastructure, landscaping is an important part of enhancing urban quality, improving the urban functions and the urban living environment. With the further acceleration of urbanization, the scale of landscaping construction has a gradual expansion, and its position and role in the towns are increasingly outstanding. The merits of the quality of landscaping projects has directly determined the quality of the urban landscape construction, and even affected the success or failure of the environment construction of urban human settlement. However, the most scholars focus on the plan and design before the project starts and the landscape evaluation after completion of the project about the emphasis of construction of landscaping, rarely involve in how to protect the quality of the project, the research on quality supervision system of the landscaping project is more nearly empty. The quality issues of landscaping projects is similar to the housing municipal engineering of the city, they have a certain lag and long term. Now, the quality supervision work of landscaping project is facing many new problems and challenges, and how to further guarantee the quality of the landscaping has become a much-needed study of current problems. In order to consolidate the hard-won achievements of green, how to provide effective support for the theory, methods, techniques and scientific management methods, which has become an important subject of landscaping construction.In recent years, in order to further improve the urban ecological environment and accelerate the development landscaping, Zhumadian municipal government vigorously has strengthened the construction of the landscaping, and achieved remarkable results. In 2012, Zhumadian City was awarded the "National Garden City", its urban landscape level has been recognized by the relevant departments. This paper attempts to study the status of the quality supervision of landscaping project in the Zhumadian City, and propose some measures.First, to improving the system, job responsibilities, regulatory approach of the landscaping project quality supervision, the paper has studied the concept, oversight responsibilities and methods of the engineering quality supervision. Based on literature analysis and inductive deductive, this paper researched the related concepts and characteristic of the landscaping, the agency history course and characteristic of the landscaping project quality supervision, the difference between the quality supervision and the community supervision. Based on references and practical work experience, the author has analyzed the complex relationship between the government, the construction unit, quality supervision agency, supervision units and construction units. Then, this paper has studied the status, relevant rules, supervision procedures and supervision of the landscaping project quality supervision and management of government in Zhumadian City, and found some problems as below.1, the relationship between the laws and regulations that the landscaping of quality supervision relied on is blurred.2, the main responsibility for the quality of behavior exist irregularities prominent.3, the oversight body’s positioning is allowed, the institutions and personnel lack of qualification.4, the scope and focus of supervision is unclear.5, this paper has proposed some measures based on the induction and deduction as below.1, these macro-level system of government oversights are very necessary, like a complete legal system for landscaping, reasonable landscaping project quality standards and a orderly landscaping construction market.2, the quality behavior of the main responsibility parties of the landscaping project should be standardized.3, it requires make a reasonable position and improve the methods of supervision.4, it is necessary to define the scope of supervision, improve the enforcement of the supervision and law.5, it is necessary to organize the files of engineering quality supervision, and use the engineering information systems, which makes the landscaping project quality supervision more standardized and transparent.
