Research On Supervision Problems And Countermeasures Of Construction Quality Government In Yueyang City

Architectural industry is a crucial part social economy because it directly influences the social benefit and the national economy development.Despite that the scientific technology has stimulated Chinese to steadily increase the construction quality,but the improvement is not stable enough and some malignant accidents happened to the constructions in Yueyang city.Hence,for the sake of efficient supervision of construction quality,Yueyang city government urgently need to enhance the quality of the constructions,to refine the government system to supervise construction quality,and to improve the government’s performance to supervise construction quality.In this paper,in accordance with the strategic targets,major functions and government service procedures of supervision and management of construction quality,the target systems of government’s construction quality supervision and management is analyzed from four dimensions,including the supervision system,supervision resources,supervision process and supervise.Besides,expert points are used to confirm the weighting of the target index.Based on the comparison between the present status of government’s supervision of construction quality in Yueyang city and the target system of government supervision performance,thee researcher obtains the conclusion that the most important problems with the present government supervision of construction quality in Yueyang city include legality,personnel and informationization.Besides,the government supervision of construction quality in developed nations like USA,German,Japan,France and others is analyzed to obtain the general plan and directions of refining the government supervision of construction quality in Guiyang city.Based on the advanced experiences of developed nations,as well as the present status of construction market oversight in Yueyang city,the suggestions about how to solve the problems with the government supervision system of construction quality are provided,including confirming the functions of supervising departments in laws,training the occupational proficiency of supervising staffs,establishing the integrated supervision information websites and applying the BIM technology to promote the development of“Smart Construction Site”.
