Comprehensive and effective maintenance decision-making of equipments is the foundation of maintenance management, which is not only to keep the order of maintenance management, but also to ensure the economic efficiency of equipments in the enterprise. However, the modern equipments tend to become large-scale and complicated, which causes equipments maintenance management increasingly become difficulty,and results in the more complex maintenance decision of equipments.In order to meet the requirements of the maintenance management of modern equipments,this article is on the basis of Reliability Centered Maintenanc theory, and divide the maintenance decision into three levels.The Strategic Layer is the the decision-making of equipments maintenance mode.The Tactical Layer is the the decision-making of equipments maintenance time.The Operational Layer is the management system of equipments maintenance decision.Through the three layers,this article studies the failure mode and effects analysis of equipments to judge the reliability state,in the case of minimizing maintenance resource consumption,and then determines the optimal maintenance strategy.Chapter 1,presents the research background and significance, analyzes the research status at home and abroad for maintenance decision-making and RCM theory and gives an overview of the main contents and frameworks about this atrticle.Chapter 2,analyzes the maintenance decision-making system and methods;describes RCM theory from its basic idea,advantages,indicators and common methods;according to characteristics of this article,establishes a system based on RCM of maintenance decision-making with three levels and also describes its method architecture.Chapter 3,Strategic Layer builds the system of evaluation elements of equipments’ importance from reliability,economy and maintainability;takes use of Quasi Optimal Consistent Matrix and Variable Weight Synthesis to improved Fuzzy Evaluation Method,in order to evaluate the importance of equipments more conveniently and reasonably.Ultimately divides equipments category based on the degree of importance,and determines the equipment maintenance mode.Chapter 4,Tactical Layer analyzes the equipment reliability indicators,build a maintenance time decision-making model based on Delay Time Theory,with the goal of maximizing equipment availability; uses Maximum Likelihood Estimators to figure out the parameters;and assesses the model with the effectiveness of Failure Distribution Function and the fitting degree of the parameters.Chapter 5,Operational Layer is a system for equipments maintenance decision management, which combined with maintenance mode decision-making model and maintenance time decision-making model. Analysing a foreign bearing manufacturing enterprise to take an example,develops Equipment Maintenance Decision Management System,describes it from design concept,design workflow and design structure,and also introduces its main function modules.Chapter 6, summarizes the contents and research deficiencies of this article,and makes the prospect of further study.
