" Twelfth Five-Year Plan" clearly emission reduction targets and initiatives. "Twelve Five " Ten Ministry of industry, energy saving plan prepared by the Secretary for the organization, to speed up the energy management system, strengthen the communications industry to develop and promote the study of energy efficiency standards, promoting energy conservation in the communications industry, and vigorously promote the sharing, such as triple play. SASAC issued the " Interim Measures for the supervision and management of energy saving central enterprises ", requiring "five" yuan GDP than the " Eleventh Five-Year" fell 20%, to incorporate energy saving central enterprises assessment indicators. NDRC million businesses starting from 2011 low-carbon energy action in 2012 published the " low-carbon energy action million enterprises " list of companies and energy savings targets, communications companies face increasing energy conservation supervision.To strengthen the innovation and application of energy-saving technology to accelerate energy-saving technological transformation, to achieve energy saving, cost efficiency, and promote sustainable development. In this thesis, the status of energy conservation Province B carriers were analyzed, a clear idea of energy conservation objectives and main tasks are as follows:(1) strengthen the construction of energy consumption monitoring system, strengthen energy conservation foundation management. Refine communications room collection points, in mature DC table technology and performance conditions, will be transferred to the room or equipment monitoring point level, thus providing a basis for further study of the structure of energy production and latitude. System applications, further PUE value assessment index system standard room building energy efficiency evaluation system, to carry out four room energy efficiency analysis, conduct energy research budget model, precisely the province’s electricity budget established.(2) actively promote the evolution of network technology, focusing on web-master technology evolution and technological innovation as the main direction. From the room dimensions for " communications room ", " data center ", "mobile station " and " Access Bureau and outdoor enclosures " and other energy analysis conducted four rooms, from the professional dimension for wired access network, WiFi, CDMA wireless network, analyzed the status of professional network equipment energy consumption data network, transmission network, core network, service network, PHS base stations, IT support systems and infrastructure, network evolution predicted energy savings generated by energy saving ideas proposed network operators to accelerate energy consumption of network equipment back network, improve network efficiency. Emissions from the energy point of view to promote the exchange, transfer, data back old equipment network business platform integration, network, and other PHS base station back to work. Scale popularization and application of the technology is mature, good energy-saving effect of energy-saving technologies, and actively carry out promotion covering FTTH, soft-switching, high-speed optical transmission, distributed base station, cloud computing and other advanced technologies.
