The campus is an important part of the society, and also is the major energy consumers. The energy consumption of campus buildings is various, mass, impactive and energy saving potential. So campus building energy saving is an important part of campus energy saving and emission reduction. Building conservation-oriented Campus is not only for realizing campus sustainable development needs, but also provide the theoretical basis, promotion and demonstration for building a society which is resources conservative and environmental friendly. These years, nationwide universities positively response for the Conservation-oriented Campus which is called for by the nation, but the purpose and standard of the implementation differ for the different understanding and knowledge. Since built Campus Building Energy Consumption Monitoring System cannot serve for daily energy management and energy saving, how to build the energy efficiency supervision system of Conservation-oriented Campus is the key resolution to the problem. Therefore, it is practical and significant for building Campus Building Energy Consumption Monitoring System, conducting research of Index of Energy Consumption Evaluation through Energy-saving Monitoring and Management Platform, promoting campus energy-saving and emission reduction, and green campus building.Firstly, put forward campus network framework, information center framework, and terminal data acquisition system design method of Campus Building Energy Consumption Monitoring System based on detailed analysis the basic function demands of the system. Then, summarized the information security guarantee mechanism and the preventive measures of Building Energy Consumption Monitoring System, designed the database and software framework of Campus Energy-saving Monitoring and Management Platform based on the analysis of the Building Energy Consumption Monitoring System software requirements which including basic information management, data acquisition, data processing, energy consumption statistical analysis and data display. Also, the Campus Building Energy Consumption Monitoring System is initially set up, and the key techniques of Campus Energy-saving Monitoring and Management Platform are developed, with the database management system of Microsoft SQL Server 2008 and software development tools of Visual Studio 2010.Secondly, summarizing worldwide existing building energy consumption evaluation index, setting up mathematics model of energy consumption evaluation index and HVAC system equipment energy efficiency index, indicates the ranges of various index. Based on index comparison and energy consumption classified division, this thesis discusses the evaluation method of Building Energy Consumption Characteristics, and demonstrates the evaluation process.Finally, using the various building from the two universities locate in both Taiyuan and Dalian as evaluation objects, the data collected from Campus Building Energy Consumption Monitoring Platform, and the built mathematics model of building energy consumption and equipment index energy efficiency index, an evaluation analysis is conducted on energy performance of several typical campus buildings from the two universities. It has been noticed that the index of energy consumption of buildings with different functions varies greatly. In campus buildings with central HVAC system, there are selection and operation problems of existing refrigeration units, water pumps, which result in common problems of high flow with low temperature differences and low efficiency of water pumps and fans.
