With the development of urbanization and as well as private car in recent years, congestion began to appear in urban roads. Besides, as the acceleration of Chinese urbanization, the rapid increasing of urban population and automotive number, the road congestion is worsening day by day, which causes a lot of traffic problems. In urban transportation network system, the arterial road network of the city bear the main traffic volume. Arterial roads are the main carriers of urban traffic network, bearing a large load of urban traffic. So it is so significant to ensure the cars on urban arterial roads smoothly running for improving the whole road traffic capacity as well as alleviate the pressure of the urban trunk road traffic.This paper analyzes the real traffic situation of Yan’an Street in Changchun and the disadvantages of the existing signal control timing plan. Using the knowledge, we have learnt and consulting some relevant literature, author improve the existing signal control timing plan. Using related theory of arterial coordination control, realize the coordination signal control of three intersections for Yan’an street, in order to reduce vehicle delay time, increase the road capacity of Yan ’an street, as well as improve the whole traffic conditions. The author design two kinds of signal timing scheme in total, one is based on traditional method of arterial coordination control, the other one is an improved plan., including improvement in deciding common cycle and the distribution of green time by establishing models. Finally, using the VISSIM simulation software, simulate the existing signal timing plan and the other two timing plans respectively and compare the vehicle delay time, travel time, stops and some other evaluation index of three plans, summarizing the deficiency of every plan.
