Research On The Township Sanitation I Ssues Based On Urbanization Process

The "first document" signed by the Central in 2015, clearly pointed out that comprehensive progress must be made to enhance the rural living environment and great efforts must be made to improve the rural social civilization with an view to create a beautiful homeland for rural farmers living and working in peace and contentment. The policy represents that the new rural construction has been made a big stride forward. Under the new normal circumstance, given the continuous narrowing of widening gap between the rural and urban areas,the issue concerning how to make the countryside much cleaner and more beautiful is the main theme of current environment sanitation in the rural areas. Due to the unfavorable influence of geographic conditions, economic policy, historic culture and lack of openness to the outside, the Futu town is faced with the problem, such as the relative weak social economy, the shortage of fund for governing the rural environment sanitation and absence of latent development. In this way, the sustainable development of current environment sanitation management cannot be achieved. Accordingly, taking into consideration of the status about new rural environment sanitation of long-term management in Futu town, Yangxin county, the relevant issues, related to long-term management mechanism, influence, development and the research of countermeasures, are of theoretical meaning and realistic significance.The basic concept of the study, taken the Futu town, Yangxin county as the research place, the township environment sanitation as research object, is to research the existing problems. For instance, the unreasonable resource allocation, simple and obsolete environment sanitation facilities, wide range of waste disposal, the bad sanitary habits of rural residents, lack of targeted long-term mechanism of environment sanitary and alike.According to the exiting problems in Futu town, the improved methods has been put forward as following:Firstly, Strengthening government subdivision on environmental health governance responsibilities. Secondly, transforming the sanitation habits of local residents to improve the rural living conditions. Thirdly, improving the efficiency of the sanitation resources. Fourthly, establishing an effective accountability mechanisms and management systems and clarifying the division of work, individual responsibility. Fifthly, based on the actual situation of new rural areas, the scientific and rational planning should be made in environmental sanitation management mechanism. Lastly, strengthening sanitation operations mechanization in Futu.The role in environment sanitation management should be fundamentally changed under the construction of environment sanitation in Futu. Only do the residents recognize the importance of environment sanitation, the township sanitation management can achieve long-term sustainable development. Therefore, the paper puts forward the viewpoint that modern sanitation building on the environment is inseparable from the township government’s long-term management of environment sanitation, and still more inseparable from cultivating residents consciousness of sanitation.
