The railway transport is holds the significant status in our integrated communications transportation. The fuel is the power source of the railway transport. The efficient and economic organization of railway fuel supply and exploring the Inventory-Transportation Integrated Optimization to reduce the fuel transportation costs and inventory occupation of funds both play significant roles to reduce system cost.First of all, this paper summarizes the general situation of the research at home and abroad about Inventory-Transportation Integrated Optimization, analyzes the traditional supply model of railway fuel, including business processes analysis and business management, whose problems are summed up. Then the integrated supply mode is analyzed, including business processes analysis, function transform of everybody, analysis of management inventory, transport planning analysis and so on. After contrast and analyse, the implementation significance of the integration supply model are expounded.Secondly, this paper adopts the cooperative game analyze the inventory and transportation of integrated supply mode. The generality of cooperative game is analyzed on the basis of the benefit contradiction between inventory and transportation through the line method. Then the bargaining model is used to analyze the cooperation game model of the inventory and transportation, through the one stage and two stages, three stage and the infinite game analysis, it is concluded that adopting the Inventory-Transportation Integrated Optimization is the right option to make joint cost is minimal.Thirdly, this paper establishes the ITIO model on the base of the integrated supply mode. This model are designed in two stages. In the first stage, the purchase model of railway fuel is builded to determine the procurement of each type of fuel at the beginning of a month in the purchasing period. In the second stage, the ITIO model is established to determine the best order batch, the distribution amount of each type of fuel in every batch, the optimal delivery route and joint cost, which aims to minimiz the total cost. In order to solve the model, this paper works out the solving idea and approach, and apply the hybrid algorithm the combined with enumeration method and genetic algorithm to solve the ITIO model.At last, this paper writes program basing on this hybrid algorithm by using c++ and c language to confirme the validity of the established model. The based data is obtained through field research and expert opinion to solve the purchase model, then the ITIO model is solved by program to confirm the best order batch, the distribution amount of each type of fuel in every batch, the optimal delivery route and joint cost. Then a result analysis is given to show that this model has potential to practical applications.
