The Study On The Management Of Expressway Underground Pipelines Relocation Project In City S

As the cities are rapidly developing and the number of vehicles is sharply growing, the daily traffic management and the urban infrastructure construction become more and more difficult to meet the residents’ growing demand for daily traveling. Thus big city disease "congestion" gradually comes out, and the government comes to recognize the importance of solving the traffic congestion problem. Now with the three-dimensional traffic concept, the roads transformation, viaducts and tunnels construction are gradually carried out, in order to ensure the smooth flow of vehicles and increase the traffic capacity of the cities. At the prophase of the infrastructure construction projects, the problems of relocating of various underground pipelines(including urban water supply, gas, heat, electricity, telecommunication, etc.), come out. It brings new challenges to the management of underground pipelines.In the process of managing relocating underground pipelines projects, the management system is highly inefficient because of the complex authority of the pipelines, data and files missing, difficult coordinating of all sides, inefficiency work, no implementing of standardization process and optimization control of the projects, etc. The pipelines relocating is the pilot joint of the urban pipeline construction, if the preparatory work have not been implemented, the infrastructure construction progress would be influenced. And the main obstacles of pipelines relocating are the defective management system and the uncontrollable factors in the process of construction. The aim of this paper is to set S’s urban expressway project as an example and draw a conclusion of new management mode of underground pipelines relocating projects according to the status of the management of underground pipeline relocation and were analysis of the problems.The significance of this paper is to make a new exploration on the mode of management and underground pipelines planning in the process of underground pipelines relocation so as to ensure the normal use of the dense underground pipelines while the road and bridge infrastructure construction. And it will also make the coordination of all sides smoothly, so as to improve the work efficiency.This paper explores a new mode of underground pipelines project management for the future urban infrastructure construction based on the analysis of the S’s urban expressway project. On one hand, it will expand the management field of pipeline relocation projects. On the other hand, it will also enhance the management level of underground pipelines relocation projects and work efficiency by researching the management of underground pipelines relocation projects of the expressway project. In the end, it will brings some value of theoretical research and practical significance to the organic combination of the pipelines relocation, urban pipelines planning and the underground pipelines management.
