Underground pipelines are to be important as the lifeline for a city and they are the basis of a city's existence and development. Nowadays, Hangzhou is developing rapidly. To keep the city operating efficiently and rapidly, it seems to be very important to study the underground pipelines and find some effective management measures. The study aims at the integrative management of underground pipelines in the midtown and the Binjiang district of Hangzhou including eight sorts of pipelines.In this paper, the evolvement of management mode of Hangzhou's underground pipelines is summarized and the status quo is analyzed. Totally, there are two types of management mode. One type is used by midtown, where most of the pipelines are planned and built by government. The other one is used by newly developed area such as Binjiang district, where the most of the pipelines are planned by the cooperation of management departments and managed by quasi-public corporations which are supervised by government. There are several differences between the two types of management mode which have their own characteristic in whole process.The management problems such as deficiency and excess are discussed in this paper. These problems which exist in management mode of Hangzhou's underground pipelines are because of multifarious reasons. Include mainly the follow: mistakes in ideology, lack of laws, decentralization of management departments, ambiguity in managerial function, challenges from market economy, laggard management techniques and so on.Based on the conclusion discussed above and the summary of managerial experience from Occident, some elicitations are searched according with Hangzhou's characteristic. The elicitations including the method how adapt to market economy and urbanization and how to complete the supervisory system. Some methods are suggested relating to the steps of manageprocess. Several differences between the methods for two types of management mode are discussed above. In the end, an ideal mode for the integrative management of underground pipelines in Hangzhou is brought out and the study for the future is previewed.
