With the advancement of the highway construction project, our country has basically completed nationwide highway network and the traffic mileage ranked first in the world. The problem of highway accident is attracting more and more attention. So an effective way to reduce the casualties and property losses of this kind of accident is to studying the characteristics of highway accident, determining the highway accident prone position and putting forward corresponding.The highway which is in initial operation period is called newly-built highway. It has been used in a short time, so the drivers cannot master the road conditions and there is not enough warning signs also. Because of that, it is easy to have accidents. The accident statistics and the distribution of accident are hard to accept because of the short running period which makes it difficult to identify and dispose these potential risk spots or sections. The potential risk spots or sections account for a small proportion in the whole line but the accident rate is very high, for which it should be paid more attention. Firstly, this paper analyzes the research results of highway accident causes, the identification method of highway accident-prone locations and its control measures both home and abroad. Then, the paper analyzes the distribution characteristics of 104 accidents occurring in Jilin province in 2013 in time, space, form and reason. After that, the paper contrastively analyzes the characteristics of the existing identification methods and discusses the advantages of fuzzy comprehensive evaluation method. And meanwhile, it proposes a method based on fuzzy comprehensive evaluation to identify highway potential risk spots or sections and supplement it from the standpoint of even and vertical linear combination. Finally, in view of the high frequency cause of the accident, the paper puts forward relevant countermeasures and makes use of above method according to Jilin province highway design data.This paper contains four main features. The first one is using over standard rate to determine indexes weight, which makes up the disadvantage of traditional method and is more convenient and easier.The second one is proposing a method to determine the risk of fatigue driving of a road section and achieves it with VS2008.The third one is using FIS toolbox and Simulink of MATLAB to realize fuzzy comprehensive evaluation.The forth one is supplementing the results of fuzzy comprehensive evaluation from the standpoint of even and vertical linear combination.
