Fuzhou port is located in China’s southeastern coast, the Taiwan straits west bank, is China’s main coastal ports, the importance of regional integrated transport and one of the main port to Taiwan. In order to ensure the security of Fuzhou shipping activities in the coastal waters, control and prevention, Fuzhou maritime jurisdiction exists conflict between merchant ships and fishing ships, water traffic safety management on jurisdiction area in the process of continuous research and summarize, clear the stage area coastal waters fishery navigation main security problems of the relationship, exploring study Fuzhou maritime jurisdiction, fishing boat navigation relationship long-term coordination mechanism.This paper on the basis of the huge collection of Fuzhou coastal navigation environment data and fishery production, on the basis of related data, carried on the thorough analysis on Fuzhou coastal navigation environment, combining with the space-time distribution of commercial fishing water traffic accidents and the cause analysis, summarized in Fuzhou coastal fishing activity laws, analysis the relationship between merchant ships sailing, and from the human factors, environmental factors, shipping and management factors four aspects to explore the mechanism of formation of the fishing boat contradictions, to systematically analyze the internal cause of conflict, fishing boats. In this paper, through the establishment of maritime jurisdiction, Fuzhou fishery navigation coordination mechanism framework, with overall coordination mechanism, the joint law enforcement mechanism, information sharing mechanism, coordination development mechanism, safety early warning mechanism, emergency rescue mechanism, and the information feedback mechanism to reduce its adverse influence on commercial fishing boat traffic behavior, prompting Fuzhou coastal merchant ships and fishing boats sailing standardization, reduce the navigation of ships navigation security in the conflict.
