The development of state owned enterprises and equipment manufacturing industry is of great significance to a country’s economic and social development. DQZE factory, as one of the important branches of state-owned enterprises, is mainly in charge of the production of H project. With the adjustment of the industrial structure and the need of the developmental transformation of the enterprise, the increase of the output of the H project has become an urgent problem to be solved. The basic method of industrial engineering is an effective way to solve the enterprise process optimization and the increase of production efficiency.The paper refers to a large number of domestic&foreign advanced theory and the enterprise internal data, does the field observation, expert consultation and reads the history documents at the same time. The basic method of industrial engineering is used to analyze the production layout, the production process of key components and the bottle neck equipment of the H project. First of all, this paper identifies the factors that affect the output of H project from the macro level. Then analyze the related factors and find out the key path, key part, key process and bottleneck equipment which affect the output of H project. Finally, using the "pendulum card","from-to table" method to optimize the plant layout, then provides a new plant layout. Through the "constraint theory", "5W1H, ECRS" to optimize the output of the key parts and the key process, thus largely reducing the production cycle of the key parts, releasing the ability of the bottleneck equipment.The paper mainly adopts the basic method of industrial engineering to optimize the eqipment layout, production process and manufacturing process of DQZE branch’s H project. Increased the output of the H project, made contribution to the development of the company’s H industry and the implementation of the "multi power" strategy. At the same time, it has created a good chance for the promotion of industrial engineering method in the whole company.
