Building interval approval plays a significant role in the process of urban detailed planning work, which is an important guarantee of urban science, safety operation. With the acceleration of Chinese urbanization, the existing urban planning is facing a major shift from static approval to dynamic management and from the plane graph expression to the three dimensional space sense. Based on two-dimensional CAD DLG data, the traditional construction planning approval existed an obvious limitation in data integrity and visualization, which could not meet with the requirements of city refined management under the new situation.The integrated application of building information model (BIM) and geographic information system (GIS) become extensive gradually, which are also in-depth used in recent years. BIM model maintains a large amount of detail and semantic information which can greatly enhance the quality of the data source. In another way,3D GIS is able to provide a platform for data management and 3D visualization.In this paper, we focused on researching basic data and spatial analysis technology of urban construction planning approval under the 3D environment, which based on our key point,we have designed and realized the integration of detail and semantic information in typical BIM data (Revit data format) to 3D GIS technological schemes, and also we developed the automatic building interval approval of the integration between GIS and BIM. The research provides a more effective and reliable technologic method for construction planning approval under the three dimensional environment, and will fully realize an effective and cyclical management of urban planning approval work.The main content of this paper is as follows:(1) Research a method about converting the BIM solid model (rvt model) to the GIS surface model and data reduction. By analyzing the BIM geometry features and semantic relationships, research entities model geometry for high precision surface extraction and data reduction method based on semantic information, providing accurate and complete integration of digital three-dimensional representation model for the building planning approval management.(2) Study the analysis algorithms of building approval process under 3D GIS environment. Using 3D model data and associated semantic information to calculate and analysis the building approval contents. Shall BIM lifecycle management applications to planning approval session, eliminating the data inconsistencies of visualization and approval analyze, removing the disjointed limitation of the model design and approval management.(3) Developed a 3D GIS and BIM integration prototype system. To achieve the automatic integration of terrain, imagery, and 3D model of BIM to integration management. Providing 3D visualization decision management platform to urban planning and management department, reduce waste drawings and artificial resources, improve service levels and efficiency.
