Because of its large capacity, high efficiency, low cost, the transportation of heavy haul railway has attracted wide attention of railway in the world, this paper collects some general situation of heavy haul railway transportation and technical information of hump speed control in some major countries, also reviews the development process of heavy haul transportation in our country, and discusses the axle load to increase for the impact of hump speed control system. Aiming at the existing retarder, car retarder and other speed control equipment are not adapted for 27 t axle load wagon humping, this paper proposes to add four parts of the car retarder solutions in both exiting large and medium-sized hump.This scheme must solve two problems: first, because of both the hump control system for centralized control and power for centralized configuration, the addition of four parts, will bring power capacity increase, pipeline transformation, cable laying and other large number of work, resulting in excessive investment projects; second, China’s existing car retarder are designed according to 23 t axle load wagon, can’t fully meet the requirements of axle load of 27 t wagon humping.To solve the above two problems, this paper further puts forward the solution based on local control of speed control unit( "local speed control unit" for short), the local speed control unit is mainly composed of a local control unit(LCU) and speed control equipment, the LCU is to speed control system host directly installed near the car retarder section, processing and execution speed control instruction, the information between the LCU and the indoor terminal is transmitted by the optical fiber, a large number of cable laying is saved; the speed control equipment using distributed dynamic speed car retarder, meets the axle load of 27 t wagon rolling operation.The local speed control unit studied by this paper has the independent energy, flexible configuration, it can be combined with the existing hump control system, as the technical scheme of adding the four part car retarder to the existing station yard; it can also be as the three parts of the small hump deceleration control plan; also can be used as yard encoder tail plane humping speed control scheme. In short, the local speed control unit of flexible configuration, has broad application prospects, for domestic initiative.
