Research On The Transportation Management Of Out-of-Gauge Freight Based On The Field Work

This paper systematically states the development course of out-of-gauge freights transportation organization, oversize freight vehicles and railway clearance management, and specifically introduces the main content of the out-of-gauge freights transportation organization, loading and securing, oversize freight vehicles and railway clearance management. For some management problems existed in gauge cargo transportation field operations, hereby put forward the principles of determining the grade of gauge cargo, cargo loading stability determination content, oversize freight vehicles management and application, and processing method of the actual site clearance measurement data. Through the analysis of transport costs, rail clearance, transport organization, loading reinforcement and other decision-making factors, combined with the actual needs of the community gauge cargo transport, hereby put forward the assessment indexes of a secure, economic, timely transport program, further break down the specific conditions of transport costs, rail clearance, transport organization, loading reinforcement and other decision factors. Based on the correlation with the assessment index of the transport program, hereby to build a transport program assessment indexes system so as to normalize different evaluation index to establish a standardized matrix. Based on the expert judgment and the need of policy makers, hereby to establish the weight matrix, and further to establish a decision evaluation model of gauge cargo transport program. Based on the value of the final effect matrix calculated through decision evaluation model the advantages and disadvantages of the gauge cargo transport program under different evaluation indexes can be intuitively observed.
