Out-of-gauge and overweight goods transportation is an important part of railway transportation. The safety of out-of-gauge and overweight goods transportation not only reduces the impact on railway transportation capacity, but also is of significance to large-style engineering project and the construction of national defense. With the quick development of industry and social economy, the amount of out-of-gauge and overweight goods that need to be transported by railway is much larger than before, as well as the size and weight of goods is bigger and heavier. At the same time, the railway technology developments such as speeding and electrification bring some difficulties to out-of-gauge and overweight goods transportation. Implementing railway out-of-gauge and overweight goods transportation qualification can make railway out-of-gauge and overweight goods transportation more convenient, safe and timely. Now, it is becoming a hot research issue that how to evaluate the conditions of the proposer to confirm its qualification.Railway out-of-gauge and overweight goods transportation is the work that needs high technique. There are lots of factors that affect railway out-of-gauge and overweight goods transportation. In order to evaluate the main line conditions comprehensively, the following tasks have been done in this thesis:The situation that out-of-gauge and overweight goods transportation in railway faces up and transportation managements are described and analyzed.The factors affecting out-of-gauge and overweight goods transportation in railway are analyzed; furthermore they are classified into different sorts according to its impacts on running condition.The quantitative evaluation standard for every sort factor is determined according to the relations between the factors and running conditions, and different mathematic methods that adapted to each sort factors are applied.Railway out-of-gauge and overweight goods transportation multilayer fuzzy comprehensive evaluation model is established. In the model, the method to weight determination takes person's fuzzy decision-making and multi-experts problem into consideration, and subject functions to each affecting factor are created in order to make evaluation more reasonable.The model and methods above are used to evaluate the condition of Dazhun Railway (Fengzhen - Jiusumu) to launch the out-of-gauge and overweight goods transportation. And some advices are given according to the evaluated results.
