Small hydropower station is an important part of the development and utilization of water resources in China,the small hydropower in China is faced with some problems while in the rapid development,green small hydropower becomes the main direction of the development of small hydropower.At present,the construction and assessment of green small hydropower in China is still remains in its primary stage of development,and the related theories and standards are not mature.In the background of national construction of green small hydropower,it is significant to summarize the research achievements,research the comprehensive assessment of green hydropower and establish the comprehensive evaluation system to make the assessment criterion for green small hydropower station,create green development pattern of small hydropower station,and promote the sustainable development of hydropower construction in China.In this paper,from the view of economy,environment,management,social and other aspects,the theoretical connotation of green hydropower was discussed,the evaluation index and evaluation method were determined,and the comprehensive evaluation system of green hydropower was established.The main research contents and results are as follows:(1)The theory of the green small hydropower comprehensive assessment was elaborated.The definition of green small hydropower was put forward by the research of evaluation system of green small hydropower abroad combined with the existing evaluation standard of hydropower engineering in China.The existing comprehensive evaluation methods were studied.Based on the comparative analysis of different evaluation methods and the characteristics of green small hydropower comprehensive evaluation,the analytic hierarchy process method was used to calculate the weight of the evaluation index and the fuzzy comprehensive evaluation method was established to evaluate the model.(2)The comprehensive evaluation index system of green small hydropower was established.According to the current standard of our country and the evaluation standard and research result of green small hydropower abroad,the evaluation index of green small hydropower was determined by considering the influence of various factors,including the evaluation contents of environment,economy,society and management,15 evaluation factors and 27 evaluation indexes.The calculation method of reference score for qualitative and quantitative indicators of the comprehensive evaluation index system was put forward,the green level of small hydropower were rated on a scale of excellent,good,mean,barely passed and poor as the overall evaluation.(3)The comprehensive evaluation model of green small hydropower was constructed based on the AHP and fuzzy comprehensive evaluation method.The principle and calculation steps of AHP and fuzzy comprehensive evaluation method were introduced in the paper.The Evaluation index model was established based on the AHP model and the weight of each evaluation index were calculated;the comprehensive evaluation model was constructed based on fuzzy comprehensive evaluation method.The factor set,the comment set,the numerical set and the membership function of the comprehensive evaluation model were concluded by the model calculation.(4)The Niuwangtan Hydropower Station as an example was carried out the comprehensive evaluation of green hydropower.The green grade of the hydropower station was evaluated based on the comprehensive evaluation model of green small hydropower in this paper.The Niuwangtan Hydropower Station was put into green renovation by two green transformation plans.The green grades of Niuwangtan Hydropower Station were individually good and medium after the transformation.The conclusion of comparative analysis of two schemes can provide references for the green transformation of small hydropower.
