In order to ensure the safety power supply for electric power system, we must ensure the smooth operation of electrical equipment. In electrical equipment, such as isolating switch, electrical transformer, insulator, coupling capacitors, high-voltage cable, etc., no matter what problems does one of these electrical equipment have are likely to lead to the breakdown of the whole system.And even threat the safety of human or another serious consequences.The malfunction of the electrical equipment,insulation problems is one of the main reasons,which are primarily caused by partial discharges of electric equipment. Thus, the study of partial discharge of the electrical equipment is particularly important.And if we can timely handle the hidden trouble of the electrical equipment,the maintenance cost can be reduced by 30% ~ 55%, and obviously,it has very significant economic benefits.However, due to the current technology is not very mature, and the relative backwardness of China’s power condition, it is generally employed staff on a regular basis to detect, which not only resulting in a huge waste of human and material resources, but also have a certain lag, and can not reach the appropriate warning role and intelligent testing requirements.Based on this, we design a complete monitoring system based on the corresponding video detection algorithm,which can make staff monitor the electrical equipment anywhere without stay at the job site.Though the intelligent video detection algorithm we can monitor the electrical equipment discharge automatically, and then uploaded to android phone of the engineer, so that engineers can work anywhere and anytime.And they can also communicate online through the android mobile device,through this we can handle he official business mobility and detect partial discharge in intelligent way.This paper use improved four-frame difference methods to detect the electrical equipment discharge.In order to verify the correctness of the algorithm,we did a lot of experiments.After the discharge is detected,we save the image in a folder,and then send the image to the mobile phone.And this system can also manage user and char information in mysql database and Java EE background.The android mobile phone could receive the information from the server,so that engineers can view image information timely, and then they can grasp circumstances of the equipment. And engineers can register personal information in a mobile terminal,and the server-side management personal information. If the junior engineer can’t find the problem of electrical equipment,they can consult a senior engineer via online chat.Through a lot of experimental work, the intelligent monitoring systems described in this paper can compensate the defects of present method, which truly realize remote monitoring technology to ensure the reliability of power system operation, saving a lot of manpower and resources, has a Great economic value.
