As the main bearing structure, the railway track takes up the heavy responsibility to lead the train operates safely. With the prosperity and development of railway industry, the trains are running faster and more frequently nowadays, which makes the time for maintenance becomes less, and the higher standards of management for railway track are put forward. Although information management system has been applied to assist the maintenance work, the limited function and isolated sub-system force the current maintenance. There is a long way to go to catch up with the developed countries and it is urgent to learn from the advanced foreign systems to improve China’s maintenance information system. This thesis analyzes the unit balanced management theories and the construction method of the information systems applied to it. And this thesis mainly focuses on the following parts:1. Analyzed the railway track’s maintenance and reparation with the definition and objective of inventory management. Classified and summarized the railway track maintenance way, discussed the advantages and disadvantages of each method. At the same time, this paper discussed the two types of track quality state assessment method, along with the application of the system’s mainly used track quality index assessment method in railway management.2. Discussed the unit balanced management theories applied to the railway maintenance, analyzed the principles and methods of dividing the railway lines into units. Constructed the system function and the information flow.3. Discussed the testing module’s input data and applied ODS to store the data analyzed the TQI data by the ways of eliminating the interrupted and absent data. Applied the clustering methods to dividing the units and adjusted the impropriate units based on the past data. Predicted the condition of the unit railways by the gray prediction, so as to realizing the preventive management of the railways’ quality. Analyzed the causes and impacts of the major railway problems.4. Discussed the railways condition photo based on the prediction results of the units to understand the railway quality precisely. Reduced the maintenance cost by making out preventive maintenance plan, procurement plan and facilities adjustment plan, according to the summary of the maintenance materials and facilities.5. Processed the TQI real-time data through the constructed system, and then divided and assessed the units. Predicted every unit’s quality condition and applied it to guiding the work of maintenance plan and the inventory plan.
