| Dam construction is the most fundamental and crucial part of our country’s water conservancy project. As an integrated entity, local economy and environment,dams are relevant to the safety of water conservancy, local environment and regional security. Today, approximately 100 thousand dams have been built in China, and the number keeps increasing by two hundreds each year. In order to efficiently exploit clean energy, utilize water resource and implement continuous development strategy,there is a necessity to reconstruct old dams and to develop new method of dam management including management system, personal management and management philosophy. In China, because of low standard of construction, unattended facilities,the fulfillment of flood diversion, flood discharge and dam protection is usually not very ideal. Meanwhile, because of outdated management and lack of due diligence,many employees do not take enough responsibility or not in their position. It is fatal to dam safety. On the other hand, the dams in construction or feasibility analysis are also facing technical obstructs. The anticipation of flood driven area andsection view,the system of dam management, are all in a very primitive situation. Refining dam management method, updating dam management from a primitive and rigid method into a more dynamic and precise way, has become a real and urgent task.With the development of information technology, the remote system, cloud storage and real-time communication have been in a usable stage. Currently,exploiting the new IT and detecting technology, developing a new fine management system, digitalizing every step including planning, resources distributing, schedule managing and maintaining, is the purpose of this article.This article takes the example of YanShan dam to demonstrate the dam management system and information collecting system. The whole digitalized system includes project management, information collecting, daily maintaining and data analysis four functions which are mutually independent and supporting each other.The daily maintaining is also a part of information collecting procedure, while theterrain and project data guilds the project planning system. At the end of this management procedure, by analyzing the entire project information, the system could make solutions for problem, simulate dynamic situation, integrate multisource information and distribute human resource among the dam. This system provides compatible data information which could be used in many different applications.Furthermore, based on the dynamic switching system, the flood area and dam area volume analysis can be simulated. By utilizing the distributed management system,the cross – region alarm system can be built. At last, by categorizing the dam management system, employees’ responsibilities and positions can be clarified.Consequently, the possibility of any mistake caused by human factors can be prevented.Based on the theory illustrated in this article, to build the dam management system platform would not only prevent many loss of human life and fortune, but also provide necessary date for china’s resources digitalizing and land informatization strategy. More importantly, by implementing new management theory, this system can also contribute to the development of China’s water conservancy system. |
