The water shortage is a global problem which is one of the main contradictions strangling the economical development. Because of its hydrological characteristic and special climate types, North area of the Huai River in Anhui province is the palce where the drought and flood disasters is alternate appearing frequently. Under the construction of developing modern water conservancy, the flood control system of Huai River is becoming improved, so the area’s ability of keep the flood is becoming improved too. However, with the decelopment of economic and society, the contradiction between water supply and requirement is becoming serious, and the drought does more harm to people’s daily lives than usual. Thus, study on a scientific way to utilize the flood resource which is necessary for relieving the drought condition.Study on the scheme drawing the Huai River flood resources to Cheng Xihu flood storage area. Analyzing the area hydrological data, water situation, discharge of Feng River and present and future water requirement, computing runoff regulation in time series method to confirm the utilizable capacity and utilizable water level. And choosing ways of drawing water and the size of sluice. Then with method of Geographic Information System, and base on remote sensing image data and land use condion of underlying surface, analysing the inundated-area with ArcGIS software. And then using the sections of Huia River and flood hydrograph in the year of 2003, setting up one-dimensional hydrodynamic force model with MIKE 11 software. Adding the Most unfavorable sluicing condition when the Cheng Xihu flood storage area with highest water level to the model, comparing the different with floodheads’s level and time to analyse the risk of flood protection. Endly, setting up area environmental impact index system, assessing the environmental impact from natual and social factors with analytic hierarchy process.The main work of paper is consisted by:(1) The scheme of flood resources utilization in Cheng Xihu flood storage shows that when the storage level reaches 20.5 meter, the direct water supply guarantee rate is higher than 95%. (2) When the storage level reaches 20.5, the adding inundated-area is 14.7 km2, most of those land is bottomland, so the submerged loss is limited. (3) Most unfavorable sluicing condition, the water makes the floodheads’s level higher in 0.03 m, floodheads’s time move up in 2 hour, so Cheng Xihu flood storage store the water has no effect with the storage store stat using opportunity when the extreme weathe and Huai Rvier big flood comes. (4) The scheme of flood resources utilization does no harm to the natual and social environment, and bings benefits, so it’s feasible.
