As the government is responsible for providing the important content in the social public product function to perform, municipal engineering of non-operating, public welfare determine that this kind of project is only by the governments at all levels to implement fiscal investment of construction project. In order to get rid of the past in the financial investment projects that disadvantages of construction and management are not isolated, and increase the efficiency of the government investment project, our government basic adopted the agent-construction system to manage the municipal engineering projects. However, based on Chinese national conditions and development course of "agent-construction system " is short, lack of international experience for reference, combined with the municipal engineering projects limited city scale, Vast professional type, tight construction period, the complex problems of land requisition, the stress during the construction of traffic channel and industry monopoly due to geographical limitations, the risk of project handover and act, leading to many project cost risk in the process of the construction of municipal engineering. Therefore, it is necessary to build a set of feasible and basing on agent-construction of municipal engineering project cost risk management system to predict and prevent risk.Firstly, in this thesis I introduce the main agent-construction mode and knowledge about municipal engineering, project cost risk management and other related theories. Then base on the angle of the agent-construction department, I Identify the risk factors for the cost of municipal engineering, and then construct the list of risk factors. Thirdly, we will use mathematical tools such as analytic hierarchy process and grey clustering analysis method to calculate the index weight of each risk factor and risk level, so that we can form a risk evaluation system, and puts forward the risk countermeasures. Finally we combine with engineering examples, the agent construction of the implementation about Guangzhou Shihuanan Road widening renovation project to verify the rationality and feasibility of the proposed risk evaluation system.
