Integrated Planning Of Diao Wo Small Watershed In Beijing

Small watershed comprehensive management is an important experience of Soil and Wat-er Conservation in China. But the process of governance there are still many problems:(1) E-cological Protection conflict of interests of farmers; (2) The latter part of management and p-rotection is not in place; (3) Application of new technologies is not enough; (4) Farmers’p ar-ticipation is not enough. In order to explore the comprehensive management of small water sh-ed problems,make reasonable suggestions to provide governance for the future reference, t his paper analyzes the theory, experience,history and present situation of the small watershed ma-nagement at home and abroad, take Diaowo minor watershed JPinggu district, Beijing as a n example to make a case study.Planning process consists of four stages:Data collection, preliminary surveys, data analysi-s, physical planning. Project area is divided into three functional areas:eco-restoration area, eco-control area and eco-protection area. Where ecological restoration zone settings banned fe-nce 36000m, banned signs 5; Ecological Management District to repair the terraces 8000m, N-ew Shupan 6000, retaining walls 1500m, slope 600m, the construction of a sewage treatment facility, village beautification planting 4400; ecological protection District cleanup channel 45-000 m3, the new protection dam 750m. After analysis system, After the completion of treatm-ent planning, soil erosion management level up to 80%, reduce soil erosion more than 40%, the ecological environment has been significantly improved; the further development of touris-m, improve their quality of life; increase fruit crop yield, farmers per capita income 330 yua-n/yearoWe can get a good ecological, social and economic benefits after the implementation of the measures. The study found that small watershed planning should pay attention to the eco -logy and protect the interests of farmers combined, focus fully mobilize the enthusiasm of fa-rmers, introduce new technologies to improve the effectiveness of control measures.
