In the process of rapid urbanization in China,the land use development mode often ignores the consideration of the urban ecological environment and breaks the balance of the inherent ecological environment.During this process,the destruction of nature caused by urban development and construction has led to serious urban flood,water shortage and bad urban environment.Since the idea of rain and flood management,such as low impact development,scholars at home and abroad and urban builders have tried to solve water problems in specific areas from different perspectives.For example,the means of flood management cover the aspects of single building,community,city and state.In the process of comprehensive solution to the problem of urban water,in 2014,China proposed the construction of "sponge city" as an important way to alleviate the contradiction between city and water,and set up a pilot in several provinces and cities.However,the current construction of the sponge city has inherited the management model of the Western rain and flood,and the service range of the flood management system is divided into 3 levels,the building,the building group and the urban area.In this paper,the background research-Theoretical Research-Method Research-Case Study framework.First,it expounds the seriousness of the urban water problem,and reveals the importance to the construction of the sponge system in the process of the comprehensive solution of the urban water problem in our country.Secondly,through the theory and case study,the formation and development of the scientific concept of flood management are analyzed and summarized,and the shortage of the management means of urban rain and flood in China is realized.The key problem of the management of ecological rain and flood-the lack of scale leads to the space and function of both the city and the river basin in their own affairs.Again,the feasibility of the small watershed unit as the research scale proves that the urban sponge system is polymerized with the natural scale in the scale and space structure in the hydrology research field;In planning area,urban sponge system agrees with social scale in scale,structure and space.Finally,the construction method of urban cavernosum system based on small watershed unit is summarized,and it is proved by practice.
