As the demand for night travel in cities is growing, the current night bus operations are just extension of the daytime operations, i.e. the operations at night run at a fixed time and route. However, as the passengers don’t travel regularly at night, there’s a good possibility that the night buses will go on empty running. Under such circumstances, the efficiency of bus operation would be greatly harmed. So in consideration of the level of demand and operational cost, how to provide efficient and high quality service at night becomes an urgent problem for bus operation management. In order to meet the requirement of night operations, a new kind of night flexible bus operating model based on real-time requirements will be introduced in this paper. With the help of such model, the service will be improved at night while improving operational efficiency of public transport.Based on the analysis of foreign operations of the flexible bus system, this paper study the mechanism of the flexible bus system, mainly including the differences with fixed bus system, the advantages, operation modes. Then, combined with the operation of night bus and existing problems, the night bus uses the operation mode of demand-responsive station.This paper analyzes the influencing factors of flexible bus service area, defines the scope of the service area, and proposes requirements for the setting of reservation-sites in the flexible bus service area. Then based on the analysis of travel demand in real time, the paper studys constituent elements and operational processes of flexible bus system, and expounds the specific process of transmitting, receiving, processing, feedback of real-time requirements information.This paper discussing the service and operational efficiency of night bus operations, establish a multi-objective optimization model aiming to maximize the utility of the whole system. According to the evaluation of the value of time, the passengers’travel time and operating costs, revenue of the bus vehicles are evaluated in terms of money equivalent. It turns the multi-objective optimization model into a single optimization model, and the travel path of night flexible bus is found by genetic algorithm. At last, the operation effects of flexible bus system and fixed bus systems at night are compared by numerical experiments, the results prove the effectiveness of the night flexible bus.
