Project management is an ever-lasting subject for construction enterprises. How to maximize the profit and increase economic benefits is the most important in management. However, in actual project management, it is not easy to find a plain and effective method. Its a high requirements in project management. This paper, from the view of whole company, put forward to an effective method on construction enterprise’s budget management. Based on study of M girder yard project of China Railway, the paper stated an effective way on budget management of engineering project from the view of group company to project management. The method work out detailed procedure design and management pattern of project budget management and has the characteristic of feasible.Through studying on China Railway M girder yard project and other affiliated companies, problems in budget management were pointed put. Firstly, budget is worked out aimless, which can be solved by enhancing cost budget and expenditure budget management; secondly, capital expenditure is conducted at random, which can be avoided by cash flow budget management; thirdly, project appraise just be a mere formality, which must be resolved by economic analysis. Carrying out risk assessment on project management and finding out the risk then taking the method of cost budget management and expenditure budget management. Finding out the risk in partnership and enhancing cost budget management to control or prevent such risk. Cash flow budget management is an effective way in preventing cash-flow risk. The second chapter puts forward and analyzes the issues. The chapters of third to sixth state the detail methods to solve these issues. First, cost budget management including cost budget approval and issuance, decomposition, control, assessment, rewards and punishment shall be improved. Second, expense budget management including its panning, adjustment, check, rewards and punishment shall be promoted. Third, cash flow budget management including its preparation, implementation, evaluation, rewards and punishment shall be enhanced. Fourth, project assessment based on economic analysis shall be increased, under which rewards and punishment shall be conducted during process which assure the evaluation is actually in effect.Based on the procedure design and case analysis as well as result evaluation on China Railway M girder yard project, it can be proved that the four management methods as cost budget management, expense budget management, cash flow management and economic analysis on project are effective and feasible, therefore can provide reference for similar construction enterprises to improve budge management.
