With the fast development of road construction in China, there are more and more road tunnels. A cross-harbour tunnel is located in the area which major weather disaster is storm.When it is raining or the waves across the island revetments, wastewater flows into the sump of pumping station through pipes. If wastewater exceeds the volume of sump, then wastewater will flow directly into the tunnel. It will cause traffic safety and affect the use of the equipment in the tunnel. So it is necessary to design a cross-harbour tunnel drainage control system. It can effectively limit the amount of waste water within a reasonable range, ensure safe operation and improve management efficiency of the tunnel.The paper describes the basic concepts of Distributed Control System, which includes basic structure, features, software, and network infrastructure. Based on Distributed Control System architecture and the demand of efficient drainage and management, then the frame of Cross-Harbour Tunnel Drainage Control System is introduced. The system is divided into three parts:pumping station drainage control system, computer monitoring system and data communications network, and their composition, features and functions are described.Follow PLC control system design process and after comprehensive consideration, PLC is used as controller for pumping station drainage control system. The PLC using in this system is Siemens S7-1500. Then the hardware design of the system is introduced. According to the Ladder language programming rules, PLC program of the system is designed by step7 professional VI3. Upper computer software, which the design of UI and functions is completed, is developed by ForceControl configuration software v7.0.The experiment platform of the system is set up in laboratory, and the hardware and software of Cross-Harbour Tunnel Drainage Control System is debugged. The result of the test is shown that the system is stable and reliable. The quantities of system are huge, so it has to cost a lot of time. The system is being constructed. Pumping station drainage control systems will be able to control drainage with the program. Computer monitoring system will be able to read the various data of pumping station and remotely control the pump.
