Cruise Port is a natural interface to link inland hinterland and marine tourism, so cruise port has become a meeting point for all kinds of natural disasters, intersection accidents, disasters, public health incidents and social safety incidents and other emergencies. Unexpected events will have a dramatic impact on the normal operation of cruise port, which can even endanger the safety of people’s lives,and then affect the stability of the wholes society. Therefore, the relative risk point of impact cruise port to sort out emergencies and build on the basis of the index system, systematically assessment of cruise port emergency events and early warning, guarantee the normal operation of the important work of the cruise port, is having great significance.This paper based on systems security theory, AHP, matter element analysis method and cases analysis. For the risk factors of cruise port emergency events to do some research about risk identification, risk assessment, risk early-warning, risk prevention, the main outcomes are as follows:(1) Based on the perspective of system theory, I systematically combed the cruise port emergencies risk factors from the overall quality of staff, facilities and equipment, environment, emergency management. Upon of this, I through the way of consulting experts, questionnaire survey to search on key factors affecting the cruise port of emergency, and to ensure the indexes which I catch are scientific and accurate.(2) According to the principles and processes of risk assessment index system, cruise port emergency risk assessment index system can be divided into three levels, and go further to assess of risk assessment indicators. Based on this, the risk can be divided into five grades, and through expert advisory modes determine the range of each classification and quantification of risk assessment indicators.(3)The use of hierarchy analysis process to determine weights based about cruise port emergency risk assessment index system. On matter-element analysis method and build a cruise port emergency risk assessment models. Taking the shanghai Wu Song Kou international cruise port as an example, introduce the application of evaluation model, and put forward suggestions for improvement. Taking into account about the future changes in the risks, to estimate the future risks, and risk prevention control in advance in the future.(4)Based on the risk assessment, I analysis of the cruise port for emergency warning process and the early-warning mechanism, in accordance with the principle of the highest level warning alert with the results of the risk assessment, and through red, orange, yellow, blue, and green alert system for visual display. Finally, through the risk identification, risk assessment, early-warning, warning countermeasures of four aspects of the cruise port for emergency warning system is designed, and case presentations.Paper of innovation and contribution:(1) The cruise port emergency events risk factors has system to filter and determine, and on risk level for has quantitative precise to description;(2) To combined cruise port emergency events risk assessment with warning phase, through actual case for has preview and simulation, method has practical operability;(3) From risk recognition, and risk assessment, and risk warning, and warning countermeasures four aspects for has warning management system of design, has important of theory and practice meaning.
