Located in China's southernmost Hainan Province is the smallest land area of China, the largest marine province, is China's largest special economic zone and the only tropical island province. As the country's major strategic, international tourist island of Hainan is stepping up its construction and development, and strives to become world-class resort island. Hainan Yangpu Port is one of the three major cargo port, with crude oil, refined oil handling and transportation-based, with the port development, access to inbound vessels and cargo throughput increasing. Yangpu Port 300,000-ton oil terminal is the largest terminal in Hainan Province. There are safety hazards in the presence handling and transport of oil, if oil spill occurs, the quality of the marine environment, tourism resources and human health may have adversely affections, and cause public pressure and social problems. In this thesis, the study of Hainan Yangpu Port 300,000-ton oil terminal's risk assessment of marine pollution, the capacity of existing pollution control and risk analysis of adaptability, aims to lower the risk of adverse impact caused by ships. The study has great practical significance to the construction and development of international tourism in Hainan Island, and can be carried out in Hainan on ship pollution prevention and control research for reference.Based on the full investigation of Hainan Yangpu Port 300,000-ton oil terminal and its surrounding projects, this thesis masters the Yangpu port status and its development planning, the status of 300,000-ton oil terminal and environmentally sensitive resources goals, etc., and analyzes statistics of the ship traffic and pollution accident in the region. Based on the above works, do the risk assessment by the ships of 300,000-ton oil terminal; sum up the typical accident scenario analysis of the consequences. The pier build for the project already have some characteristics of pollution prevention and control capabilities, according to the actual risk of having the ability to target emergency response, analysis of existing risk ships and pollution prevention capabilities adaptability, make rectification.Based on the risk assessment and risk control ability and adaptability analysis, this thesis makes two targeted countermeasures such as risk prevention and the consequences of accidents reduction. This thesis argues that the terminal should establish a sound mechanism for ship pollution prevention, regulate the terminal management, strengthen the management of crew and ship, and avoid average and operational accidents. In addition, the terminal should equip with emergency equipment, speed up the emergency equipment storage building, and further improve emergency response capabilities. In carrying out emergency operations, should ensure the effectiveness of emergency response, and attention to the effective protection of environmentally sensitive resources.
