The development of High-speed railway in China is rapidly, and it has become the ideal choice for people in long-distance travel with its comfort, quickness, safety and punctuality.Ensure the safety of High-speed rail operation becomes extremely important since its closely associating with people’s living.High-speed railway dispatching system is the core of the high-speed Train Operating management and operational control. Research on safety risks has been of great significance.This paper takes High-speed Railway Dispatching system as the research object, based on the theory of system, security risks and human error, using the methods such as literature analysis, expert access to research the safety risk of High-speed railway dispatching system. The main contents are as follows:Firstly, the paper describes the structure and function of both high-speed railway dispatching system and high-speed Railway Dispatchingand and Commanding system, introduces the concept of risk, characteristics and the theory of accident causation,which is the theoretical basis for analyzing.high-speed Railway Traffic Dispatching system security risk.Secondly, based on the analysis of high-speed Railway Dispatching system risk dada and risk characteristics, the paper establishes a formation and evolution model diagram of the risk of high-speed Railway Dispatching system, proposes that the risk of high-speed Railway Traffic Dispatching system depends on the risk event chain coupled by the equipment, environmental risk events and dispatcher personnel error. Based on the theory of systems engineering, the paper identifies the high-speed Railway Dispatching system risk source from the human, machine,environment and management, and analyzes the mainly equipment and environmental risks exiting in high-speed Railway Dispatching system according to relevant regulations, statistics and expert interviews.Then, based on the analysis of dispatcher’s duties and tasks, analyzes the personnel risk of high-speed Railway Dispatching system. By analyzing the existing human error model and classification methods, the paper establishes human error model and human error classification method of high-speed Railway Dispatching system.And taking the loss of regional trains as an example, the paper gives a detailed identification result.Finally, based on the perspective of risk chain, the paper takes occurrence of the risk event probability (including equipment and environmental risks), human error probability, the probability of the accident caused by risk chain and the severity of consequences as the evaluation index, uses the intuition triangular fuzzy number method to quantized the index, and intuition triangular fuzzy entropy to compute index weights, establishes a risk assessment methodologies of high-speed Railway Dispatching system on the basis of fuzzy TOPSIS of intuition triangle, and sorts the systemic risk by specific examples. At the same time, based on the Bow-tie model, the paper proposed measures for preventing and control ing system risk according to different stages.
