Railway parcel express train is organized as passenger train organization, but it serves for luggage and parcel loading, which has features such as certain stop, certain time, safe, reliable, convenient, reasonable price. In recent years, railway bulk cargo turnover continued to decline, while transportion demand of the society small quantities goods are rising. Railway parcel express business has great prospects for development, because it adapt to the market and the needs of the owner.China Railway make a comprehensive programme for cargo express business in nationwide:the railway bureaus launched its own cargo express brand including operating circulating trains in its jurisdiction; more than 4200 rail freight handling stations provided express services. Thus national railway cargo express network already saw embryonic form first.As a new member of parcel express train, cargo express train has stringent requirements for timeliness, so studies on the timeliness of the railway cargo express trains is self-evidently necessary. In order to better characterize its timeliness, the paper introduced a quantitative index-time reliability based on reliability engineering. Took Jiangxi and Fujian cargo express train as a data source and carries out the following work:1. The concept of cargo express trains’ time reliability and its significance.Introduced time reliability of cargo express trains and defined the concept of it. Combined with domestic and foreign researches on rail cargo express business and time reliability,the paper interpreted the necessity and feasibility of study on this issue from several different angles.2. The calculation model of cargo express trains’ time reliability.Split cargo express trains’time reliability into station residence time reliability and interval running time reliability, and calculated them severally. By collecting, de-noising, analyzing large amounts of field data, used the neural network to fit the influence function of station residence time reliability and its four factors(Weather factors, the loading workers, loading and unloading materials, station container levels). Similarly, established the calculation model of interval running time reliability affected by factors like capacity utilization of turnout in the throat, train technology speed and interval line capacity.3.Proposed measures of improving cargo express trains’ time reliability.Combined with the calculation results, pointed out the constraints of cargo express trains’ time reliability, described the existing deficiencies of cargo express trains’ operational process. Then proposed several pertinent measures.4.Established stations stop optimization model for cargo express trains.With the study of the mechanism of transfer of goods, Establish stations stop optimization model for cargo express trains.The objective function is maximizing the sum of delivering time reliability for cargos. The decision variables is its station stop scheme. Then programme the process for solving the model by using genetic algorithm.5.Took Jiangxi and Fujian cargo express train(X754) for instance.Collected information of each handling sites, via lines and materials of X754, calculated the upper limit of the cargo-handling, established X754 portion station stop scheme optimization model. Finally, the optimization results was given:discontinuing operations of Hengfeng station and south Wuyishan station would be helpful to improving time reliability of X754.Research results of the paper could provide theoretical support for scientific operation of cargo express train, it has certain practical application value.
