Our country’s development of economic society stepping into a new normal, power consumption growth is higher than the total energy demand growth, the power industry in our country will enter the key period of the mass transfer efficiency, scientific development. At present, the thermal power construction project is characterized with a large capital investment, long construction period, more technical and management is more complex, there are all kinds of potential risk factors. While the research for thermal power construction project risk management in China is more general, it is lack of analysis for project risk and threat in different stages of the construction, thermal power construction project risk management is weak link in the construction phase. Therefore, strengthening the construction of thermal power project construction risk evaluation and control in the process of research, building a scientific and reasonable project construction phase of the risk management system, will have better practical guidance for thermal power construction project construction process.This paper based on the project risk management theory, first of all, summarized the risk factors of the thermal power construction project in the construction phase, built the risk evaluation index system of the thermal power construction project in the construction phase. In the next place, the paper calculated the weight of each evaluation index using subjective and objective comprehensive integration method. Once more, it established projects risk comparison model of the thermal power construction project construction phase based on TOPSIS, the model used for determining the risk level of the whole project and project technical risk, management risk, market risk, policy risk and natural risk. Finally, by determining evaluation set and the best and the worst score, constructing the target project indicators score collection, calculating the close to the degree of the target project and the relative closeness in the target project criterion layer, determining risk level of the target project, after several steps, determine the risk level, for the thermal power construction project risk prevention and control to provide certain guidance.The paper selected the L empirical studies in the thermal power construction project as a project case. After the analysis of the location, time limit for a project of thermal power construction project and the construction condition, firstly,using the method of fuzzy analytic hierarchy process and entropy weight method to calculate the index weight. The results show that in all the indicators, the supply quality problem is the largest weight, the smallest weight is risk of supervision engineer, these indexes weight are consistent with the reality of the situation of the thermal power construction project. Then, using the project risk assessment model based on TOPSIS to calculate the whole risk level of the target project, found that the project is in the "medium risk", but it is very close to the "high risk". Finally, according to evaluation results, I put forward the corresponding control measures for all kinds of risks respectively. It has a certain guiding significance to reduce the overall risk of this project, and also provides reasonable Suggestions for the risk management of China’s thermal power construction project construction phase.
