Electric power industry as a long-standing monopolized system is vital to national well-being and the people’s livelihood. It becomes a monopolistic competition market after the reformation of Plant-Grid Separation in 2002. The power generation market is increasingly competitive because of the local participants from different groups. It should be realized that the Chinese economy is in the the new normal state and the structural reformation of electric power industry is getting deepened. In the energy structure of China, the coal based thermal power stations occupy dominant position. New energy strategy is being implemented in china due to the serious environment problem, though the dominant position will not change for thermal power. On the other hand, the thermal power projects are also facing many challenges from the industry overcapacity and competitive bidding of electricity. Therefore, risk analysis and management are necessary and urgent for the thermal power projects.This paper introduces the background according to the position in China energy structure, the installed capacity and environment protection challenge of thermal power. It also summarizes the related risk management research results worldwide. Based on it, this paper presents the road map of technology from risk management. It tells the necessity of building the Togtoh fifth phase which bases on the needs of Jing-Jin-Tang electric network, the capability of transportation, also the local economic development situation., and analyses the internal and esternal environment engineering construction. Then it combined the thermal power project risk and the risk control theory and it created the risk analyzing standard system for the Togtoh fifth phase.And through the risk classification,the evaluation index system of risk analysis is constructed.It made a survey which included the possibility chart of the risk factors, the influence standard chart of the risk degree This paper used the survey which involves the fuzzy mathematics tool to identify that there were risks in the Togtoh fifth phrase construction. It also designed the ways to handle the major risks and reassess the risk overall. and it provided a quantitative basis for the early warning, response and monitoring in order to ensure the feasibility and effectiveness of risk management. It not only helped the start of the risk management activities, but also improved the quality and efficiency. It will further escort for the smooth implementation of the project.
