Nowadays, with the increasing of shortage of resources supply and environmental problems, the whole world are making continuous efforts for a reasonable solution to the problem, of which photovoltaic power generation is seen as one of the most promising ways by means of generating clean power. Building-integrated photovoltaic (BIPV) technology, based on photovoltaic technology and architecture, will play a very important role in coping with the energy crisis and environmental problems.In this paper, the design of power generation system relies on "Newly Developed Area for Herdsmen" Project in Hainan Prefecture of Qinghai Province, applying the principle of photovoltaic power generation and combing with the actual electricity use of local herdsmen. This paper designs independent-roof photovoltaic power generation system which is matched with the housing for herdsmen who implement "Returning Farmland to Grassland" Policy. In addition, this paper gives a careful introduction to key technologies, such as total configuration of solar cells and the capacity of batteries, and makes a reasonable selection of energy storage system.In the design process of energy storage system, the photovoltaic power generation system makes full use of complementary characteristics of super capacitors and batteries in energy storage. This paper proposes hybrid-energy-storage power supply mode combining super capacitors with batteries, thereby reducing the depth of battery discharge and increasing battery’s life span. In the control of energy storage system, the power generation system respectively uses two bi-directional DC/DC converter to realize the control of batteries and super capacitors, which makes the control more flexible. The working mode of hybrid energy storage batteries and the control strategy in the design are described in detail, and the software Matlab is used to simulate the verification. Finally, this paper evaluates photovoltaic power generation system on the roofs of "Newly Developed Area for Herdsmen" Project from economic benefits, environmental benefits and social benefits, and the comprehensive benefit is directly reflected through the mathematical model.Through simulation and comprehensive benefit analysis, the results show that photovoltaic power generation system on the roofs of "Newly Developed Area for Herdsmen" Project has better low-carbon and economic benefits, which can both solve the problem of electricity use in herdsman’s daily life and reduce their economic burden. Therefore, this design can effectively alleviate the contradiction between the national "Returning Farmland to Grassland" Plan and herdsman’s income and promote China’s Western Region’s national unity and economic development.
