The quality of power distribution equipment is related to the national production and life of all aspects, should be timely modified to meet the power supply reliability better. At present, the transformation and construction of power distribution equipment is controlled by different departments, including planning, procurement, installation, operation and decommissioning disposal etc., the global optimization and effective coordination of each section and each stage is difficult, is not conducive to plan and adjust the priority of the construction project, which often causes the waste of resources. In order to solve this problem, this article introduced the whole life cycle cost theory in the transformation and management of power distribution equipment, and carried on the detailed analysis, calculation and example analysis on it.First, the concept of whole life cycle cost, analysis methods, data acquisition and application were studied; Secondly, this paper analyzed the basic structure of the whole life cycle cost, mathematical model, evaluation method and value analysis method, the estimation model, the simplified method, etc; Once again. the transformation and management based on LCC for distribution transformer were studied, put forward on the new method to determine transformer capacity according to the optimal load rate, in other words, choosing appropriate transformer combination scheme to keep the substation maintaining in terms of optimal load rate as the center of the range, thus made the substation in the entire life cycle run near the optimal load rate, in order to reduce the LCC cost; Then, transformation and management of distribution equipment were analyzed, and the modification of distribution equipment was mainly based on the comparison of AIS and GIS and the land prices; Finally, an application example analysis to the proposed method was verified, and the effectiveness of the proposed method is confirmed.
