Research On Supply And Demand Situation And Optimal Allocation Of Water Resources In Wenzhou

Life originated in the sea, water is the essential material to sustain life, water is the human valuable natural resources. With the rapid development of world economy and population, the human demand for water continues to grow. For more than ten years, many parts in our country, it is growing about the problem of the low utilization of water resources, serious water pollution and water shortages. As failing to properly solve, it makes the contradiction between supply and demand of water resources outstanding, hindering greatly the development of social economy. Strengthen the management of water resources, to optimize the allocation of water resources has become one of the important tasks of water conservancy works. Based on the concept of sustainable development, this paper summarizes the water resources system of Wenzhou, The data of water resources bulletin of Wenzhou city from 2003 to 2014 was adopted, forecasts planning level years of water resources supply and demand situation, and put forward the optimizing configuration. The main contents are as follows:In the paper, it summarizes the current situation of water resources and its concepts, the concept and research significance of optimizing allocation of water resources. Then it summarizes and analyzes the research status and achievements of water resources allocation.In the paper, it introduces the general situation of Wenzhou city, and its water resource situation and water resources supply and demand situation, and location, climate, topography, surface water, groundwater, and water quality condition. And about the present situation of Wenzhou years for water situation analysis. Wenzhou water structure is not very perfect, there is a lot of water saving space.And it also analyzes the water resources supply and demand of Wenzhou planning level years. First of all, it uses principal component analysis to analyze index of water demand, then using the BP neural network and grey prediction model to establish combining prediction model to forecast the Wenzhou city planning level years of water resources, the level of water supply and water demand. The results show that Wenzhou water deficit of 2020 and 2025, respectively is 151 million cubic meters and 106 million cubic meters, mainly because of the low utilization of water resources. In order to prevent water crisis, optimize the allocation of water resources, it is particularly important to improve the utilization efficiency of Wenzhou water resources.According to Wenzhou water resources utilization, the paper put forwards the corresponding measures and suggestions for optimizing allocation of water resources. Mainly the Suggestions from the following several aspects:accumulation of water diversion and water engineering construction, the development of water industry, improve the public water saving consciousness, make scientific management of water resource, the use of unconventional water resources.Finally, it summarizes the main results, pointing out the deficiency, and prospecting the direction of the future water resources planning.
