Water is a support of human life and sustentation of mankind's civilization. Along with the development of the society and economy, social demand for water becomes more and more high and many countries have get into the predicament short of water resources. In a lot of regions of our country, shortage of water resources has become the choke point which holds up the development . It affects directly sustainable development of the society and economy of our country. According to the actual circumstance of the Wenling City, this paper discusses the theory and method to allocate regional water resources rationally, expecting to make water resources get the most rational allocation and relax the conflict between water supply and demand. Several aspects content are included in this paper as following:Firstly it describes some concepts of rational allocation of regional water resources, such as the connotation, main content, work way of thinking ,object, principle, mode and method. All these provide theoretic supports for rational allocation of regional water resources.Secondly it classifies the uses of regional water resources and waterhead project, then summarizes the methods to predict the demands of regional water resources and the methods to calculate water supply available.Thirdly a index system to evaluate the allocation of water resources is introduced from four aspects of society , economy, entironment and the uses of water resources. A synthesize evaluation model of water resources allocation is established with four levels including objects, rules, index and schemes. Also the paper put forwards BP arithmetic of artificial neural network to evaluate the allocation of water resources.Fourthly it does an example analysis as Wenling city. It calculates water resources demand and supply, puts forward the schemes of the allocation of water resources and selects a best scheme by applying the evaluation model established .
