The demand for motor vehicles has been growing with the flourishing economy which has accelerated the pace of urban development. According to the statistics, motor vehicles in China have already broken through 270 million including 160 million cars. A growing number of vehicles directly bring the problems such as congestion and environmental pollution in cities. Now, the traffic congestion degree of large and medium-sized cities in our country is far greater than that in the foreign cities. And Jinan has become the third-largest congested city behind Beijing and Shanghai. Encouraging people to travel on buses as well as prioritizing public transportation has been the extremely urgent thing. In addition to increasing investment in public transportation construction and strengthening the public traffic management, we should introduce advanced intelligent transportation system (ITS) technology to fundamentally solve the above problems.To prioritize public transportation we must solve the existing prominent problems such as an illegal lane change, bus stop, the bus train and so forth. The most fundamental reason is insufficient management precision apart from inappropriate management. The positioning accuracy level of original global position system(GPS) within 10meters far from monitoring the lane and accurate arriving station of vehicles. Since BeiDou began to provide service for the Asia-Pacific region, and its positioning accuracy and speed have improved a lot because of the establishment of a large number of base stations, and its positioning accuracy levels has reached the sub-meter even centimeter, which makes it possible for vehicle navigation and positioning to achieve the level of sub-meters.In our work, the domestic and international development of vehicle navigation technologies and bus priority as well as the development and problems of our country’s public transport were analyzed firstly. We put forward the technology of sub-meter lane location and bus signal priority system based on the high-precise positing technology ofBeiDou and GPS and other related resources. The main contents of this thesis are:(1) The overall design of the bus signal priority system; (2) The design of compass temporal service platform of bus signal priority system; (3) The design and implementation of bus signal priority communication system; (4) Introduction of the terminal integrated application system as well as testing and analysis of the system. The bus signal priority system could not only resolve the traffic jam and environment pollution, but also decrease the inputs of city bus and road reconstruction, which can improve citizen’s usage of public transport and save the traveling time. At the same time, the location information accuracy of sub-meter will provide a broad development prospects for the urban intelligent public transportation system, and also offer a public transportation service more intelligently, comfortably and conveniently.
