Wind power plant of Dapashan area and other wind power plants that need remote monitor and control are in the Yunnan Guizhou Plateau, where the conditions are harsh, and the traffics are inconvenient. The construction company Huaneng Yunnan Diandong Branch is in Kunming, Yunnan Province. It is difficult to the overall management of the construction for the company. There are many wind turbines and various types of devices in the remote monitor and control system wind power plant, and the information management platforms may be different. The operation and maintenance and management information are scattered. It is very necessary to centralize manage Dapashan substation and other wind power plant by setting the remote centralized control center.The system uses a distributed, scalable, heterogeneous system which can be extended according to the project. The hardware configuration has reserved late wind power plant capacity. The network security protection design can meet the National Energy Administration demand for security monitor system. Comparing the Client/Server and Browser/Server system architecture, the two models have their own limitations. So we use mixed mode as the system framework combining the Client/Server and Browser/Server to achieve complementary advantages. OPC has standardized the interface function. As long as the devices support OPC services, the user can specify the way to visit, it will be easier to implement interconnection system and data integration. The substations based on the OPC technology can realize the openness of the system.The remote centralized monitor and control center designed in this paper has been put into operation. It has successfully realized unified monitoring of Dapashan substation, the wind power plants, and Jiaoziding substation.
