Power sector is the basic and important energy industry in China, and it is closely related to national welfare and people’s livelihood. With the implement of power system reform and increasing open degree of power market, the level of power material management is falling behind, so it has greatly influenced the core competitiveness of power enterprise. Despite there are some similarities with material management in other enterprises, power industry has more requirements in material choosing and matching. The power enterprise belongs to a huge and slowly updating system. At present, there are still many problems in the power material management practices, such as scattered warehouses and laggard technological means. These problems have greatly restricted the development of power enterprises.Therefore establishing an effective and stable logistics network is a powerful guarantee for smooth electric power material. This paper optimized the logistics of electric enterprise from three aspects. First, analyzed the current status and trend in enterprises’material management, then optimized the structure and delivery to meet our needs. Secondly, considered the materials’classification, demand and cost. It built an optimized network model to solve the irrationality of warehouse network by the analysis and selection. Varieties of cooperative particle swarm algorithm was used to solve the model, according to this model and mixed strategy to improve method and controlled the convergence of algorithm by using the simulated annealing, it has achieved complementarity in various algorithms. Thirdly, optimized design of a material company’s logistics network, integrated the quantitative and qualitative analysis in these three stages. It has reached favorable effect in the application of power logistics network optimization.The paper has studied the logistics networks’defects of the electric power enterprises in our country and put forward the significance of optimization to solve these problems. And it also expounded the related researches and practice of logistics networks design at home and abroad and analyzed the existing problems in the research field of electric logistics network at present. Accordingly, the research methods and technique routes of this paper were made. After that, in this paper, research and analysis focused on the materials classification method of the electric power enterprise and the topological design of logistics network. It took the optimization model construction method of multi-objective power logistics network on the basis of cost and service and used the multi-swarm cooperative particle swarm optimization algorithm to solve the model. On the basis of the research and analysis above, an optimization decision-making system of electric power logistics network was developed and the overall structure, instructions and the applied realization of the system were expounded. Finally, combined the optimization design of electric power logistics network in one province, the paper takes the optimization method of three phases to carry on the application practice.
