Research On The Cost Control Of UHV Transmission Line Based On Life Cycle Control

Since 21st century, with the deepening of the global energy crisis, more and more attention has been paid to the problem of energy and environment, and the development of clean energy has become a common choice to deal with climate change in the world. Asa kind of easy to use and clean energy, electric energy occupies a very important position in the energy industry, is indispensable to national progress and prosperity.With the advantages of large capacity, economic transport distance, low energy consumption, low occupationand high economic benefits, UHV transmissioncan realize the large-scale, long-distance transmission of various kinds of clean energy,thuscontributing to the efficient use of clean energy.The transmission network with high and extra high voltage as the backbone of the network is gradually forming, after 30 years of development and growth, China’s power secto has entered a new stage of large electricity grid, generator network, high voltage and super automation.UHV Transmission and Distribution projectsare characterized with multi-target, huge investment, complicated circumstances, uncontrollable factors and long operation period. Therefore, how to control the costsof project decision-making, design, development, implementation and runningwith environmental benefits in reducing the cost of the whole process of project becomes the main problem we are facing.This paper introduce the life cycle cost into the management of the UHV transmission cost control, analyzes the current situation of the development of life cycle cost both at home and abroad and its application in power system present situation and the classification and characteristics of UHV transmission,studies the definition and objective of the whole life cycle of UHV transmission line cost,analyzes the basic coverage and proportion of the whole life cycle cost of UHV transmission based on the construction of the whole life cycle of UHV transmission line cost management model frame, analyzes the main factors affecting the cost of UHV transmission, studies the influence factors of the construction period and operation period, establish a life cycle cost model of UHV transmission, makes the actual engineering calculation example analysis and sensitivity analysis and then proposes the related conclusions and the suggestions. The researchfound that thecost of the decision design in the life cycle cost of UHV transmission take small percentage, however, it takes 88% of the control of investment possibilities for nearly 90% of the line life cost control effect.The life cycle cost managementtakes great significance to design optimization and investment control.
