Along with the accelerating process of urbanization and the increasing speed of vehicle ownership, the frequency of traffic congestion and traffic accidents is increasing day by day, at the same time,the pollution of the environment problem becomes more and more serious. This series of problems have become the bottleneck in the construction of urban modernization. Urban public transport is a kind of travel mode with large amount of traffic and low freight rate, which has a relatively small impact on the environment, so its reasonable planning and the improvement of transportation efficiency, become the key to ease urban congestion problems. Urban public transport system is a typical complex giant system, and the complex theorywhich is a new research method of complex system theory can solve the problems which the conventional method cannot solve effectively in the macro and micro level. So now it is more and more used to study all aspects of urban public transport system. This paper will use the complex theory to study the characteristics of urban transport network, and the purpose is to provide a new perspective for traffic management and urban traffic planning, to provide new ideas and methods to improve the status of urban traffic congestion.The complex network theory at home and abroad research status and application in transport, explains the complex network theory and basic methods, and expression of the characteristics of complex system, complex network topology characteristic parameters, the typical complex network model; analysis of the the basic characteristics and complexity of the city bus network, and has carried on the analysis to the public traffic complex network of influence factors and existing problems, according to influencing factors and problems, the use of complex theory, in-depth study of urban traffic complex network bus station layout and transfer. A bus transfer network and site two network models, and the realistic meaning of each characteristic parameter mapping model for transit network complex network is described. And select the Harbin subway ground feeder bus regional bus transit network as the research sample, starting from two aspects of public transit and bus stations, the establishment of a bus transfer network model, bus stations and network model. Rendering the complex network topology structure schematic diagram via computer software and calculating the corresponding complex network characteristic parameters, such as the node degree and degree distribution, characteristic path length, as well as analyzing their characteristic. The results confirm that in Harbin City public traffic networks have two characteristics, i.e., small world and scale-free complex network. In addition, the established model can be used in this type of problems.
