With the rapid development of transportation, driven by huge transport profits, the overloading situation is more severous. It is not only disrupted the order of highway transport, reduced the life of the bridges and roads, increased the costs of road maintenance. But aslo it is likely to lead to traffic congestions and environmental pollution. However, traffic enforcement departments vigorously launched efforts on govermenting the overloading work. Although traffic enforcement departments has obtained the certain effect, the overloading situation is still a grim which has become the “chronic illness” and restricts the development of the transportation industry.Currently, the traditional overloading detection method has many disadvantages: low detection efficiency, tend to have missed the overloading vehicles; elapsed vehicle speed limit; poor stability and reliability; destructived the road, long construction period, poor environmental adaptability; slow dynamic response; low dynamic weighing accuracy and so on.To solve these problems, in the paper puts forward a dynamic preview detection scheme based on the EEMD algorithm. The program uses pre-screening high-speed mode, 24-hour monitoring the vehicles passing the sites, the sites PC software process the weighing data to obtain the vehicle information and the weighing datas, vehicle information transmitted to the terminal monitor through VPN special network. For the overloading vehicles,monitoring center software platform will send the vehicle information by mail and MMS to law enforcement personnel, law enforcement officers to the overloading of vehicles for tracking and processing. The scheme adopts theIV EEMD algorithm in weighing data processing, EEMD(ensemble empiricalmode decomposition) is the EMD(empirical mode decomposition) improved algorithm, it is a noise assisted data analysis method.The main contents of this paper are as follows:First, combined with the background and current situation of overloading transportation, the significance of the implementation project is introduced according to the research status at home and abroad, put forward the corresponding solutions. The dynamic weighing development process is outlined,and the structural arrangement of this paper are listed.Second, the dynamic overload previewing system is briefly outlined, focus on the basic layout and work flow of the system.Third, the dynamic preview system hardware design is introduced, mainly relate to the quartz crystal weighing system, license plate recognition system and control system in three aspects. The composition and working principle of the quartz crystal weighing system are described. Focus on the description of the quartz crystal sensor, charge amplifier, license plate recognition, control cabinets,weighing instruments and other hardware components.Fourth, several typical filtering algorithm(Kalman filter, BP neural network, RBF neural network and wavelet decomposition) are briefly discussed and their advantages and disadvantages are illustrated, the system selectes the EEMD algorithm for filtering, focuses on the introduction of the algorithm principle and process. Finally, the validity of the algorithm is verified by simulation MALABLE.Fifth, the PC software based on C# is designed, the C# programming language and application advantages are introduced. Dynamic overload previewing PC software architecture and design schemes are put forward,according to the plan design the software overall structure and work flow. The sites platform software and monitoring center software are designed, and two software function and main interface display area are introduced.Sixth, analysis the characteristics of the traditional scale table weighing signal and quartz crystal weighing signal, and make the system test. Field test results show that the weighing test system of the overall error is less than 2%,with and without the use of filtering algorithm for dynamic weighing error decreased by 4%, license plate recognition rate of 98%, recognition of overloaded vehicle detection rate of 97%, overload tip accuracy rate is 99.1%.Seventh, this paper summarizes the main contents and shortcomings, the prospect of dynamic overload previewing system.The main innovation of this paper is the EEMD algorithm applyng in dynamic preview weighing data processing, ensure the stable operation of the system, at the same time, the dynamic weighing error control in less than 2%.
