The Development Strategy Research Of Urban Fringe Villages In Pearl River Delta

Since the beginning of the new century, China’s rural planning and construction has been improving and the rural planning and construction work including "New socialist countryside", "Beautiful countryside" and "Village planning" have been conducted consequently. But the rural community generally lacks sustainable power and mechanism of independent development and construction.Urban marginal village is a kind of rural community located in the marginal area of city metropolitan areas. Under the background of the rapid transformation of regional industrialization and urbanization, rural communities in the Pearl River Delta region are strongly influenced by the core of the metropolitan area and the surrounding towns in economy. Facing the trajectory from the traditional rural community to urban marginal village and then urban village as well as a series of problems including internal governance imbalance, external space control, extensive economic development and space quality decline, the self development is severely challenged. The basic reason lies in the lack of power and mechanism of independent development and characteristics such as blindness and passivity have been shown in the development of the construction process.The Southwest Village in Zengcheng is located in the urban marginal area of Guangzhou, which is a typical urban marginal rural community from the respects of economic and population structure and land use. The Southwest Village has successfully coped with the trend of regional transformation in the development process, preserved the characteristics of the south of the Five Ridges and realized the sustainable development of rural communities. With the villagers and village committees as the main body of construction, superior governments, planners and market forces participated together in the practice of the community space construction mainly based on public space and living space, which has become a model for the construction of village community.Through a number of case studies of marginal village communities in the Southwest Village in Zengcheng and Guangzhou-Foshan urban areas in the paper, the initiative and creativity of the residents should be made full use of to form the bottom-up construction path of rural communities and the motive force of the independent development of rural community. Specifically, three aspects of countermeasures including system construction, industrial development and space construction should be adopted. Firstly, the democratic autonomy management system in rural communities of elite guidance and legal governance based on the “deliberative democracy” system should be established. The mechanism of development and construction of rural communities supported by local governments, planners and market subjects should be established with the village community as the main body. Secondly, the industrial development should conform to city-country consistency and integrated development trend to achieve the transformation and development of urbanization, strive to enhance the value of rural resources and remodel modern rural industries. Finally, the public space was used to remodel and lead the rural community space construction as well as promote the organic renewal of living space of rural communities. And the revival of traditional culture was used to realize the sustainable development and construction of rural communities in the Pearl River Delta.
