In past decades, a great amount of municipal roads were constructed in China, and the road network density and mileage is growing dramatically. In other words, it means much more maintenance is coming soon. Herein, a new road pre-maintenance technology is described, which could prolong urban road service life, reduce required medium and heavy pavement repair, and has less impact on traffic flow than other traditional pre-maintenance methods.In this paper, we study current situation of China road construction, also investigate the status of Tianjin urban roads, to summarize its characteristics, analyze problems we face and forecast future development trend. On top of that, rapid curing and skid resistance fog seal(RCSR) is invented and evaluated in laboratory and jobsite. In laboratory phase, we test different sources and types of raw materials, compare series of properties by varying materials ratio, and decide final formulation of RCSR as per application performance. In jobsite phase, we finish pilot production according to lab recipe, check product quality and apply in trial road. As data show, RCSR performance meet requirements. At last, economic and social benefits of this technology are analyzedRCSR technology provided herein could be used as preventive maintenance for other types of road. When it is applied in urban roads of other provinces, reference may be applied according to weather conditions.
