| The growth and deficit of the combat system has always been a common issue. In order to optimize the system’s performance, the cost issue--especially the Life Cycle Cost(LCC)--has increasingly become one of the most important factors. This paper did some study on an analytic method of the(LCC) and a typical evaluation method of modeling the LCC, then did a thorough research on the model.The paper consists of two parts. The first part discussed the features of life cycles of ship’s combat systems and the costs of different stages during the research and development(R&D) stage, and then analyzed the systems’ function structures, based on these two factors, a ships’ combat systems’ Life Cycle Cost model was built. According to the first part, three typical cost units were chosen, by analyzing the features of these costs units, the second part of the paper made a thorough research on the following aspects: A total R&D costs evaluation method based on Expert Scoring was firstly proposed and illustrated through introducing a case study. Secondly, a parameter-based modeling method of evaluating sub-systems’ cost was put up, for the purpose of verifying the modeling method, another case study was introduced. At last, a modeling method to evaluate the ships’ combat systems’ operation and maintenance was proposed, including the evaluation of the costs of systems’ operating, planned maintaining and temporary maintaining, the acquisition of parameters in the modeling method was then illustrated in detail.This paper did a thorough research on ships’ combat systems’ LCC, and made some noticeable achievement by proposing a set of evaluating method to analyze the LCC. Using the method of this paper, a reliable LCC results can be acquired when assessing the systems’ performance during R&D stage, and to better support the evaluation of the existing systems’ configuration. Future studies on the LCC can be conducted on the base of this paper. |
