With the continuous development of freeway and increasingly high demands on the freeway capacity of society, many in-service freeways have been expanding. Due to its capacity greatly improvement causing the road traffic gradually increasing after expansion, how to improve the operational efficiency of the road under the premise of ensuring the safety of the freeway is very important. Because the special section of the freeway is often the accidentprone sections and the capacity bottlenecks in the whole road, it is very necessary to research the operation control strategy of the special section of the freeway.Through the analysis to the domestic and foreign research present situation, this paper expounds the relationship between main vehicles according to the basic concept of speed. Based on that, determining the process of the operation control strategy of reconstruction and extension freeway by analyzing the manner to extend, traffic ability, traffic volume, speed, main safety problems and the characteristics of the accident, which is “characteristics analysis of freeway’s reconstruction and extension-characteristics analysis of the accident- critical speed calculation-division of the speed limit section and the design of the corresponding speed limit sign-determining special section operation control strategy”.To analyze the influence factors of reconstruction and extension freeway and research the minimum recommended value of the length of speed limit section. Then, the speed limit of the road section is divided by the critical speed, and setting the corresponding speed limit signs. Based on these, suitable operation control strategies for different sections are put forward. By analyzing the traffic characteristics and accident characteristics of ramp exit, the length of ramp exit transition section is evaluated and analyzed, and then the operation control strategy of ramp exit is pointed out.According to the actual situation of Hebei freeway, the operation control schemes to the special sections of Hebei Beijing Shijiazhuang Freeway are developed, which has not only provided a theoretical basis for the control of Hebei freeway operation, but also tested the feasibility of the research results.
