Research On The Evaluation Of Urban Rail Transit Social Benefit Based On DEA

Urban rail transit has the advantage of high speed, large volume and less pollution, which has been the key of solving traffic congestion and reducing environmental pollution. At present, the construction of China’s urban rail transit has arrived a rapid development stage, however, as the urban rail transit system has a complex structure, huge pre-construction investment, high operation and maintenance costs, the urban rail transit operators are facing a loss situation, and need huge financial subsidies to maintain the operation. Then it has a tremendous financial pressure to local government and investors. However, urban rail transit can generate enormous and long-term social benefits compared with the fare revenue, this makes it be of great significance for the social research and evaluation methods of urban rail transit.Firstly, this paper describes the basic theory of urban rail transit, including concepts, classifications and characteristics. Meanwhile this paper introduces the concepts and common methods of comprehensive evaluation methods, and ultimately select the DEA after the advantages and disadvantages of different methods were compared and analyzed.Then, the social benefits of urban rail transit has been taken thorough analysis. This paper defines the connotation and categories of social benefits of urban rail transit. The social benefits is divided into traffic, environmental and safety benefits. On this basis and according to the purpose and principles of the evaluation, this paper establishes the evaluation index system of urban rail transit social benefits from the perspective of input and output. Meanwhile, this paper builds on an evaluation model of urban rail transport social.Finally, according to the characteristics of urban rail transit and social evaluation system, this paper constructed urban rail transit social benefit evaluation model, then we take Beijing Subway as an example for social benefits evaluation and analysis by the evaluation index system and data envelopment analysis model.
