This thesis is supported by National Natural Science Fund Project "Mechanism of Activity-Travel Pattern and Perceived Cost of Urban Low-Income Residents". Focusing on the large urban low-income people, this thesis mainly studied the mechanism of action of low income people perceived cost and commuting traffic mode choice. Starting with building a database of low-income people’s perceived cost, this thesis established the model about the choice of low-income people’s commuter traffic based on perceived cost. By establishing the model, it could not only analyze the main factors which influence the choice of commuting traffic mode of low-income people, but also put forward the strategies of indemnification and guidance for the low-income people’s travel demand.First of all, this paper used quantitative (proportion method) and qualitative (general characteristics of low income people) to define the low-income people. According to the obtained data, the paper set up the database of low-income people including family attributes, travel attributes, traffic service attributes, cost perception characters.Second, according to the database of low-income people, this thesis analyzed the family characteristics and trip characteristics of the low-income people. On this basis, it analyzed the correlation of the low-income people’s choice of commuting travel mode and the factors in the database of low-income people.Third, the thesis expounded random utility theory, the basic theory of travel mode choice model, and then chose the multinomial logistic model. In addition, the thesis assured parameter estimation method and common model checking method. the thesis determined the step of low-income people commuting traffic mode selection, and chose variables about impacting characteristics of low-income people commuting travel. Using SPSS software to calibrate parameters of model, the thesis obtained the utility function of low-income people commuting travel mode choice.Finally, on the basis of modeling results, the thesis researched on the low-income people’s indemnification and guidance strategies, including improvement of bus service quality, slow traffic’s improvement, and non-green transportation restrictions. Those strategies not only ensure the low-income people travel accessibility, economy, comfortable, but also guide the low-income people to choose green modes.
